HEVC encoding also makes heavy use of AVX, which uses a lot of power and heat. Even my Ryzen 1700X takes a while (albeit it's a lot faster than the i7-4790K it replaced). Like I said, HEVC takes a lot longer to transcode. I don't think HEVC is worth it on SD unless you were doing something like ripping the Deep Space 9 set that came out recently, since there's so much video there you can make some savings. It can be better at 480, but it depends on the source and if you want to put in the time and CPU resources on SD video.
